I would start by getting one of those $4.00 gadgets that tell you what
modem signals are on and check that all the usual signals are high after
the connect.  You may also need to configure your modem very carefully if
you haven't already done so - the defaults usually don't work as an
answering modem for the HP3000.  You do have the correct cable with the
appropriate signals crossed, don't you?

Hooking a terminal to a port configured for a modem won't usually work
unless you have all the ancillary signals connected and the terminal is
aserting them appropriately.
