I'm actually not worried about (or really interested in) drawing a lot of
hpux-admin or comp.sys.hp.hpux users, but in creating a smallish list that
would have the 3000-L type of atmosphere.

The only requirement is that there is a critical mass of users such that
when someone says "I have this problem..." that someone else will have gone
through the same thing and know the answer or at least there will be
multiple people who will be interested in the answer when it's figured out.

In other words, just like 3000-L.

Starting out with a 9000 list that consists of primarily those of us who
came from a 3000 background and who aren't necessarily super Unix gurus
would be an advantage because the 3000 background creates a common language
and terminology, and also probably indicates a common goal in using HP-UX,
that of running stable mission critical business applications.

One of the problems with coming to the party late is that everyone else has
already gone through all the things you're trying to learn, and people get
tired of hearing the same questions over and over from an endless stream of
newbies, which leads to some rather intolerant communities.

In creating HP9000-L, we would be creating a forum in which we all can get
together and learn more about HP-UX, without having to worry about annoying
thousands of readers who were-there-doing-that long ago.
