No, if all you type is Perl then that's what you should see.  I did the same
in Windows running ActivePerl and I get the same behavior.  Here's the
run-time arguments for Perl:

Usage: C:\Program Files\Perl\bin\perl.exe [switches] [--] [programfile]
[arguments]

So, not typing a program name will simply copy in to out without changes.
