  I can't help you on the incoming--we don't use it that much and we don't have
Security/3000.  On the outgoing, the whole thing is very automatable.  I've got
a couple of jobs which use FTP outgoing to transfer files to our Un*x servers.
They active ingredients are generally like so:

I first convert my file to bytestream:

!ToByte.HPBin.Sys "-at FILE.GROUP.ACCOUNT /ACCOUNT/GROUP/FILE"

Then I transfer it to the unixhost (called hostux in this example)

!COMMENT ***** Transfer to hostux.southern.edu *****
!FTP.ARPA.SYS hostux
user unixlgn
passWord
binary                        << Since we already converted it to bytestream
put FILE.GROUP.ACCOUNT unix_filename
quit
