/APACHE/PUB/conf/httpd.conf contains several parameters for determining the
initial number of servers to be started, the minimum and maximum number of

What type of data are you serving with Apache? Static data files (i.e.
html, txt, etc), or dynamic data from CGI programs? If you're doing CGI,
perhaps your CGI programs are getting hung on something like a database
lock, etc.
Check /APACHE/PUB/logs/access_log and error_log for anything unusual that
might give you an idea of what requests the server processes were trying
to handle when they became hung.
