The statement that each database has its own logging identifier is not correct.
I have used multiple databases on a single logging identifier for related
databases to keep all of the application data changes in the same logfiles. You
can therefore have more than 128 databases open at one time.

Technically the limit is 1140 processes per User Logging id. Image
Logging uses the User Logging subsystem. Each data base has a separate
User Logging identifier. So the limit is "per database". There is a separate
limit on how many User Logging processes per system, 128.

Bottom line, no more than 128 Data Bases can be open concurrently
with logging enabled (per system). No more than 1140 different processes
can have the same database open (for write, with logging enabled)
concurrently.
