Who is the creator of SYSSTART? It should be MANAGER.SYS.
Also, what is the format. There are several sections in SYSSTART and
will be executed based on the type of start being done
(RECOVERY/NORECOVERY etc.)
I would suspect the creator if this worked before on another machine.
