OK, I guess this time it needs to be a <plug> since I know of no other
product that will accomplish this [and, most likely, you "already have it"
as it's one of the more popular "tools" to make an HP3000 really jump
through hoops]

So, the <plug> proper:

  MPEX & Security/3000 feature: WITHCAPS

MPEX, coupled with Security/3000, has a feature whereby you can tell "the
system" it's "ok for a normal user to do this 'superuser' type operation".
The MPEX manual describes it in detail.  [In the unix world, this would be
equivalent to the "sudo" command]
