I also have SQLAPIW.DLL on my PC.  It came with the ALLBASE portion of
Forest&Trees.  It is needed to access ALLBASE, and by extension IMAGE/SQL,
from a PC using Forest&Trees, the software. Since HP has to provide this
portion, I would suggest that this file could be found at HP's IMAGE labs.
