After further research and a call to the Response Center, there is an
Enhancement request submitted asking that the new "feature" be
made optional.  I have found that in VOLUTIL if you do a
CONTIGVOL <ldev>;TIMEOUT=1;UNRESTRICTED
file extents will be moved from the source ldev to the ldev
with the most free space.  DO NOT USE UNRESTRICTED without a
TIMEOUT value as VOLUTIL will attempt to move everything off
of the source ldev (Filling up LDEV 1, 3, and 4 on my system).
SR is 5003-268938 for those that want to track the problem.
