This is true, the initialize command does not do anything with elements
defined as FILLER.  Another way to do it is to put a value clause on the
FILLER fields.  Unless you move spaces, and then initialize the 01.

        It has been my experience that any items named FILLER do not get
initialized
        properly.  In such cases,  if I want such items to be
initialized with the
        INITIALIZE statement, I name them FILLER-1 thru FILLER-n
throughout the
        entire record or table.
