Mr. Cole,
For the second year in a row, the instructions for the MPE SIB are flawed.
What the instruction says is:
"If you decide to cast a negative vote, please remember the absolute value of the sum of all of your votes may not exceed 50."
That translates to:
ABSOLUTE(SUM(VOTE1 + VOTE2 + VOTE3))
eg: ABSOLUTE(SUM(50 + -50 + -50) = 50
Which is compliant with the instruction, but, I'm certain is not what was intended.
What the instruction SHOULD say is:
"If you decide to cast a negative vote, please remember the sum of the absolute value of each of your votes must not exceed 50."
That translates to:
SUM(ABSOLUTE(VOTE1) + ABSOLUTE(VOTE2) + ABSOLUTE(VOTE3))
eg: SUM(ABSOLUTE(13) + ABSOLUTE(-13) + ABSOLUTE(24)) = 50
The Summing should happen AFTER taking the Absolute value of each vote.
Also, some of the sentences in the Extended Description column are cut-off in mid word.
