You can play with the current settings using the LIMIT command
if you have OP or SM capability, but you can never exceed
the licensed limit (except they bend the rule a bit for
a ;HIPRI logon.)

I don't think there is any relationship between job and session limits,
but I have never tried to set the job limit higher than
the licensed session limit.

Generally, one or two active jobs per processor is optimum
(I am not counting background jobs that wake up and so
something now and again.)

Your user/job limits are set within sysgen.  You can't exceed the user
license number but I don't believe there's a limit for jobs.
I mistakingly set the session limit too high when I first set up a 947 box
and when then session limit was exceeded, by network connections, the system
just gave up.  It didn't know what to do and aborted, not a pleasant
feeling.
