You have one.  VOLUTIL's CONTIGVOL does some disk defragmentation,
and it's part of FOS.

There are also two better solutions, which are products:
   <plug> De-Frag/X from Lund Performance Solutions </plug>
and
   <equal-time plug> DSM (?) aka Bradmark 911 (?) </plug>
