Is there a way to force building a subfile with a blocking factor of 1?

Using a file equation used to work on old compatibility mode but not
anymore using NOBUF.  Am not sure whether it the newer versions of MPE or
Powerhouse causing it not to work anymore.

Currently, to get around it were building the subfile, exiting to MPEX,
ALTFILEing it then getting back into Powerhouse and APPENDing to the
subfile.  The goal is to stop doing that.
