Guessing here.
STOPSPOOL doesn't have the ;NOW or ;FINISH options like the SPOOLER command
does.
I am suspecting the spooler process is hung in the tcp stuff waiting for a
response.
Why it doesn't timeout? don't know.

I would think your SHOWOUT still shows that device as ACTIVE ?

I would suggest trying
    SPOOLER 4171;STOP;NOW
and hopefully you'll see the console message that it stopped.
(it may have to be in the UP state)

Now that its stopped (we hope), you should be able to STARTSPOOL and get the
new addr.

Subject: [HP3000-L] [EXT]: Cannot print to a specific printer.

External Email

I cannot get the HP3000 to print to a specific device (4171). This device
had
a network card failure (we believe) probably due to a power outage over the
weekend. Once this was discovered we ran STOPSPOOL 4171 followed by DOWN
4171.
We then took a nearby printer (4172) and also ran STOPSPOOL and DOWN. Then
we
reconfigured the former 4172 printer's IP address to that of 4171.

When the IP address was changed and confirmed. We then ran UP 4171 followed
by
STARTSPOOL 4171. And nothing happened. We are unable to get the HP3000 to
print to 4171.

We reversed the process and did STOPSPOOL 4171 followed by DOWN 4171. We
then
changed the printer IP address back to its former value. This was followed
by
UP 4172 and STARTSPOOL 4172. The HP3000 will print to that same printer
with
the 4172 IP address.

What is the issue that is stopping the HP3000 from printing to a printer as
one
device number and yet prints to the same physical device assigned to a
different LDEV? What could cause this?
