Samba within JINETD

When running several Services within JINETD, is there anyway to control the
priority of each?

Problem:
*       Browsing response to the 3000, via Samba, times out when running in
the DS queue
*       When placed in the CS queue browsing is great, however FTP transfers
monopolize our Network trafic.

Can the priority of these services be set when JINETD begins, so ALTPROC
does not have to be issued.
