Unfortunately, the new versions of Powerhouse aren't shipped with ITOQ. But
they still (at least as of version 8.19.C3) do have the QDDTOPDL program.
If you can get your hands on an old version of ITOQ then you can accomplish
your task.
Use ITOQ to generate Qschema source
Use QDDTOPDL to translate the Qschema source to PDL source
Use PDL to generate a compiled PHD using PDL source
Note that in step 2, the QDDTOPDL program actually generates a compiled PHD
for you but it is non-functional. In addition, the PDL source that is
generated (in the file PDLSRC) has the "Not Preloaded" directive added to
the "Create dictionary" command. You must manually edit the file to remove
the "Not Preloaded" directive, and then run the resultant file through PDL
to get a working PHD.
