Could you please amplify your response to Bruce Conrad.
 
We have been creating CODE=ENV files for years by means of
IDSFORM.PUB.SYS and moved them to other systems without the need to deal
with VFC files.

You need the VFC (Vertical Format Control) File(s) associated with your
environment file(s).  You can locate these using TTUTIL on the 995.  Enter
the ENV Filename, choose V[iew] for File Option, and V[FC definition] for Go
To Form.  This will bring up a screen with the VFC Filename, and its
definitions.  Just DSCOPY the missing VFC Files to your 987.
 
Alternatively, you can find all files with TYPE = TVFC and DSCOPY them.
 These files should be in the same GROUP as your ENV files, traditionally
PUB.SYS.
 
TTUTIL is documented in: Customizing Terminal and Printer Type Files With
the Workstation Configurator, Customer Order Number:    5959-2870.  This
manual, unfortunately, is not included on LaserRom.
