Problem solved.   Thanks to Rich Roemer.

I'm embarrassed to say that I forgot to verify the CAP list of the
user.   Roemer suggested adding PH capability to the new user I was
logged on under.    To be consistant with the working user and account
I used ALTUSER to change the new user's  CAP to
AM,AL,GL,DI,CV,UV,CS,ND,SF,BA,IA,PM,MR,DS,PH.
