Full employment for Lawyers?   Were they experiencing a downturn, too?

Scott - Like lots of political pressure groups, lawyers seek to use
the government to increase the demand for their services.  Some do this
by getting laws passed requiring people to buy their product or service,
others get the government to make use of their product or service.
