Patch/iX does not "qualify" enhancement patches by default; you have to
"force" them to qualify.

But I don't remember if MPEJXR6C is considered a formal enhancement patch.

In my case, the patch failed to qualify because I had manually edited my
CATALOG.PUB.SYS to add some missing messages.  This resulted in a checksum
unknown to MPEJXR6C, and the patch failed to qualify.  So I forced it.
