Depends upon the model of HP 3000.

On a 9x8, it's on the back, on the CPU card, and is labelled
"Service" (in the UP position) and "Normal" (in the down position).
To enable control-B (not control-A), the switch should be in
the Service position.

You can change the switch while the system's up ... I just did it
with no problems.
