I have used Outlook for over 18 months and I have suffered through all its
quirks and problems.  In my experience, there are 3 ways to get duplicates
and triplicates of all the messages received.

Method #1 is to have Outlook have any difficulty in downloading messages
from the POP server.  If Outlook does not complete its download cycle, all
the messages are left on the server, so that when Outlook does its next
cycle, the messages, which were downloaded the first time, will be
downloaded again.  Instant duplicates.  Sometimes the cycle is incomplete
and Outlook does not let you know.

Method #2 is to set Outlook to leave the messages on the server.  I would
guess this guarantees duplicates, though I have never tried it.

Method #3 is for someone to misuse the rules wizard and get the messages
copied instead of moved.

I am sure there are other methods to accomplish this feat.
