Notice that both, NetIPC and Berkeley Sockets, can be used to
write programs that access TCP/IP services. The packets on the
LAN cable don't look different. It's just two different APIs,
so the phrase "not open" may be misleading.
Also see QWEBS and QSDK as a good example for this.
