It's definitely a permissions thing when something works for MANAGER.SYS but
not anybody else.

I suspect the problem is with /etc/mailx.rc.  This file should be chmod 644.

But if this file is incorrect, you may very well have others that are incorrect.

Check all files and directories recursively under /etc, /lib, /tmp, /usr, and
/var to make sure everything has appropriate permissions (usually chmod 755
for directories and executable files, chmod 644 for everything else).
