Having just installed 6.0 with Express 1, I am trying to set up the FTP
server to allow anonymous logins. I have run the configuration script/job
and can connect using my own user and account. However, when I use
'anonymous' the system says that they are allowed, and send ident as
password. I enter my email address and get rejected, I enter a valid user
and account and get rejected. What have I missed? The account FTPGUEST
exists as does the group PUB in it. Thanks for the help.

This looks like the very first fix that went into FTP/iX on 6.0:
SR: 5003-442400
FROM: FTPFD91
Fix to FTPSRVR, Size of password field inadequate for anonymous
I would suggest you contact our friends at the HP-RC and request General
Release FTP patch FTPFDH3 for 6.0 as per SR 5003-442400.
