Hello all.

I am trying to use Brain Abernathy's NETTIME utility currently
available on HP's Jazz server. Although the Makefile for it was apparently
broken, I was able to get it compiled. (Good thing there's only one
source file in the distribution....)

So, NETTIME (or nettime, since it's in the POSIX domain...) queries a
public time server, and comes back with a time like 19:52. It also reports
my local system time as 19:54. Well, actually it's only 14:54, but I
figure that 5 hour difference is our time zone.

When I ask nettime to go ahead and set the system clock, it tries to set
it to 19:52 via :SETCLOCK;DATE=5/10/1996;TIME=19:52;GRADUAL. Ok, except
that really should be 14:52. I'm needing a little more precision that
that.

I have the TZ environment variable set to CST5CDT. I also tried CST5,
but nettime insists on 19:52, and SHOWCLOCK always says its making an
18,000 second adjustment.

Am I going to have to code timezone offsets into the code, or am I missing
some tidbit about SETCLOCK? I have some other ideas about modifications
to the utility, but this one is obviously pretty critical!!!

In any case, being able to set your system clock in this manner is pretty
slick.

PS: Brian, if by some chance to ever read this, including a README or
INSTALL file would be very helpful. A lot of MPE folks have no idea
what to do with a Makefile, or running the compiler, etc.
