Uuencode (a relative of base64) already comes with FOS, but I don't know the
MIME incantations for this encoding type, and I also don't know if all
e-mail clients understand uuencode format.

Odds are there's probably some Perl module to do base64, but I leave it as
an exercise to the reader to search the modules listings at www.perl.com to
see whether or not this is true...
