Go to DejaNews and type in:

     ftp cobol comp.sys.hp.mpe

You won't get any hits because the first trial only looks into the recent
postings. But the second screen (the one that announces no hits) has a
"re-search" button on that allows you to look into past postings. Once you do
that, you'll find the entire thread regarding your question.
