FTP patch question

I know it's a bit late in the game to still be patching but we've found that we need an FTP patch for SR 8606265669 for t problem transfering KSAM files with EOF=0. This path is in FTPHD75 which is included in FTPHDJ5A with numerous other patches. I've never had to an update and restart with just FTP patches but we are being told that this particular FTP patch does require an update rather then just basically restoring the FTP files. Does anyone have any experience with this patch to know if it does require an update/restart? We'd really like to have the patch but not at the expense of the time for update/restart.
