I noticed the same problem on our system...SYSDIAG/LOGTOOL/MEMRPT
says the system startup was WED, JUL 28, 1999,  2:02 PM ... which is untrue.

My UPTIME utility, free at: http://www.allegro.com/software/#UPTIME
shows the startup time correctly as:
   MPE/iX 6.0; System started @ 19:06 on 1999-11-19
   11:02am  up 9 days, 15:56   4 users
