MPE's integrated POSIX shell has both rcs and make, which almost
certainly are part of HP-UX. Also, I recall a Diamond Optimus that is
multi-platform; I am not sure if it is available on the AS/400.

Hewlett Packard has a product called Software Revision Control
(HPSRC).
Although this product is rather old, you might be able to get a copy
of it
at a fire-sale price.  HP-UX has a built-in version control utility,
however, I can't remember the name of it.  It is crude, but it's
free.
