A little more testing indicates that James recalls correctly and "old" FTP
uses loopback RPM sessions to run its servers and these are not affected by
the HPUSERLIMIT.

However RPM sessions *are* limited by the :LIMIT command, so if you have
your session :LIMIT the same as your HPUSERLIMIT, then you will not be able
to log on with FTP once the total number of sessions reaches that :LIMIT
value, which will happen not later than the point that you reach the real
HPUSERLIMIT (and will probably happen at least one earlier die to the
console session counting as a session but not against the HPUSERLIMIT).

"New" style FTP should not be limited by either the HPUSERLIMIT *or* the
:LIMIT value, so if you think setting the :LIMITs down will keep everyone
off the system, you've forgotten about "server" things like FTP, Samba, etc.
