My self, I would check the restore date on COBCNTL.PUB.SYS.
Being in PUB.SYS, I'm always somewhat "paranoid" about what
an OS upgrade actually restores. Or a SUBSYS tape.

Could it possibly by that HP change COBCNTL from old OS to new OS?

Just a thought.
