Now I may be blind but I've read The Federal Reserve Act multiple times and
nowhere do I see where equities can be taken to the window (or anywhere
else for that matter) for Fed Credit.

It is simply not reasonable to expect the average voter to understand the
in's and out's of finance. There is also NO WAY to avoid politicians being
influenced by big money interests.
