Thanks for the information!
Unfortunately for me, I've hit the limit, so there may be No Hope.  :(

Can't I just resize that baby using MPEX or something?

Either you've hit that limit of 10,000 users or you have a corrupt
HPUID.
Check with LIST HPUID.PUB.SYS,2  and see if EOF has hit LIMIT (10000).
If
so, then there/s the problem. An SR has been submitted to increase
that
limit, but isn't a high priority fix.

If EOF hasn't reached the LIMIT, then you more than likely have a
corrupt
HPUID. Best way out of this would be to rebuild HPUID and HPGID.

- run PXUTIL.PUB.SYS
- pxutil> BACKDATE  (this will delete hpuid and hpgid)
- SNR (which will rebuild hpuid and hpgid)
- RESTORE ;;DIRECTORY  (from a backup with the directory on it)
