Yes, I had the changes take affect now, but it said it could not do it, but to reboot the DTC which I did.
I did try a reboot with start norecovery. Still no good.
Any ideas?

Should work fine.
You say you configured all of the ports in NMMGR.
An presumably, you answered affirmative to question about effecting
configuration changes now.
Did you try rebooting with a start norecovery?
