We use Programmer Studio from Whispertech and are extremely
pleased with its features. The home page for the product

And it is licensed by desktop so you don't have to pay a large server
based license since that single copy can connect to any server they
support.

From one WTPS session I can edit/compile/debug programs on our hp3k,
hpux,linux servers. The list of features is too long to mention here,
