(doncha just *love* acd's? <sigh>)  as i see it, you've got
a couple of
options....

one would be to use mpex.  from their help example, you can
do something
like:
  %ALTSEC @.DATA(NOT HASACD); NEWACD=(R:@.PROD;W:MGR.PROD)

if you don't have mpex....well, the challenge is...quite a
challenge <sigh>.
as someone noted earlier, finfo(,5) returns a
formatted-string security
matrix -- but i don't think it specifically tells you about
the acd's on a
file.  listfile,acd however does -- but it presents a
significant parsing
problem as the information is presented for 'human
consumption'.

might it not be simpler to release the files?  you seem to
indicate the files
are currently living in groupa.accta and need to be renamed
(in batch?) to
groupb.acctb.  sometimes using a 'big hammer' (like release)
is not a bad
thing :-)                - d
