Yes and no. Don Knuth has three volumes on algorithms, and is mentioned
by name in the HP COBOL Reference manual. I've only seen them in
hardback at $50 each. The COBOL SIG and comp.lang.cobol might be sources
that will give you the good, the bad, and the ugly.

I have had to work with elapsed time problems in a telecommunications
server that I wrote in COBOL. If you do wind up having to 'roll your
own', feel free to reply by email.
