When a system is first installed, either at the factory or on site or as part of
a recovery process, there are no passwords on the SYS account, there is no user
operator and the only user in SYS is MANAGER.

SYS is *usually* the first account to get a password, so there is no default
password. You'll need to contact the system administrator of the particular
system and get the passwords from him/her/them.
