There's a well-known firm in this part of the country called
CyberPromotions which in a well-publicized story, lost it's ISP
connection, according to the story, due to the lack of payment and the
spamming they do.  Also according to subsequent stories, they have taken
to dropping their spam into blind accounts and bulk mailing their spam.

And with a "reputable" marketing firm, which CyberPromotions has billed
itself, "REMOVES" do not work with them either.  It just gets you more.

Maybe this ought to be the target of the Decency Communications Act <g>
--- lemme go down to the courthouse in Philly and get it before the judge
handling it <g>
