put fm21719.cit.tftp .  In mpe naming convention is filename.group.account .

We have HP3000 Series 918RX with 6.0 operating system.
We need to perform the following command from HP (the same 'PUT' works fine
if we try it on Windows FTP)

:FTP.ARPA.SYS
OPEN cs.ftpTST.citonline.com
USER ftpaxxxx XXXX
PUT /TFTP/CIT/FM21797 "$$ ID=EP003F BID='CIxxxx' PASSWORD=XXXX"
quit

But it seems that FTP does not like the double quotes and is expecting a
filename..
Any ideas?
