If you still have a console, check for discspace problems (discfree E) and if you're low then the spooler might have shutdown (resulting in new sessions being unable to obtain an stdlist)
Also some vague memory of having to use OPENQ command when discspace low.
Finally, if you're using mpex (vesoft) I once had to stop / restart mpex's listener process - thus avoiding a reboot.

Subject: [HP3000-L] No prompt when opening reflection session
In 25 years of supporting hp3000 I have never seen this. We can open a
session and get the mpe prompt, can log on and get "welcome you are now
logged on" message but then we do not get the prompt to run commands. And
hitting enter doesn't move the cursor or do anything. Was all working fine
earlier so I'm thinking we may need to reboot. Anyone else see this?
