Many applications "remember" the placement of various windows,
sub-windows, toolboxes, etc. Until recently (and still for most apps)
that information was/is stored in the Registry. Or it might be in a
file. If the data has become corrupted, it could well cause the
symptoms mentioned. I don't use Netscape, but I'll list a couple of
places that other Windows applications store this kind of information;
maybe you can find a similar-looking block or file of information for
Netscape mail.
Internet Explorer stores some of its remembered window configuration
in the Registry at
HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main, in a
binary value named Window_Placement
Other info is at
HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Document
Windows, in various values
Comparable info for your system might be at something like
HKEY_CURRENT_USER\Software\Netscape\Navigator\Mail
Never shy about changing the rules, MS now tells us to store
user-specific application configuration data in the appropriate "User
Profile" directory tree (typically stored at %SystemDrive%\Documents
and Settings\%USERNAME%--directly available as
%USERPROFILE%--\Application Data; the whole thing is directly
available as %APPDATA%), and Outlook 2000 stores its info in a binary
data file named
%APPDATA%\Microsoft\Office\MSOutlo.pip
Word2000 info is in a file named Word.pip in the same directory.
A similar setup for Netscape would likely be a directory or directory
tree at
%APPDATA%\Netscape\Navigator
Notepad, consistent with its simpler heritage, stores a flat list of
various values in the Registry at
HKEY_CURRENT_USER\Software\Microsoft\Notepad
