I think microsoft is trying to recoup its marketing strategy flaw with
Windows For Workgroups.  I know Workgroups doesn't have the capacity that
NT has as a server.  But a machine with Workgroups with a large enough hard
drive can shell out files quite reliably.  There are limits of course.
 
But, the point here is that there was no CLIENT licenses other than having
Workgroups on the client PC's.  In other words no extra money for Microsoft
and an enormous benefit for a SMALL office LAN.  Microsoft is trying not to
make that mistake again.
 
So the limit was not set for say, using NT workstation as a small web
server.  It was set for using workstations as a SMALL office LAN Server,
instead of shelling out the dough for NT server and all the client licenses
(a very reasonable price in my opinion).
 
This was the way I interpreted it from one of Microsofts reps anyhow.
