And according to my Hammond's Atlas, Chatham Island is the only place that
(currently) uses a time adjustment measureable in increments of 15 minutes.
I'd write code such that an adjustment of any number of minutes would be
possible.  I think that other more significant locations in the world used to
use quarter hour adjustments in the past.
