Have you tried; RUN ORAKILL.PUB.ORAGTW;INFO="pin#"

We have had the same problem and the listener will not go down.  This is one of our last options.

I have a process,
(1521 108 c tcp  (system process)    tnslsnr.pub.oragtway),
that can't be killed using the POSIX kill command or MPEX's kill
command. In
all cases of trying to kill this PIN I receive process does not exist.
Does anyone have any suggestions, other then a reboot. I know there are
some third party products that might help, but unfortunately I don't
believe we have any of them.
