as other replies have already indicated, "mandatory" ACDs
are typically added when a file resides "outside" the matrix
security of MPE files, eg by being copied or renamed across
accounts. Can also happen by doing a RESTORE;ACCOUNT=another.

It is typically the case when $OWNER or $GROUP do not match
the (new) location of the file. So you might want to check the
output of :LISTFILE /ACCT/GRP/FILE, -3 to check if the owner
or Posix GID match the current account.

ALTSEC ;DELACD will only be possible, if they do.
